Section 1. Organization.
   A.   Administrative officer. The provisions of this ordinance shall be administered by the zoning administrator, who shall:
   1.   Maintain and keep current zoning maps and records of amendments, variances and uses permitted on review.
   2.   Conduct inspections as prescribed by this ordinance.
   3.   Interpret the provisions of this ordinance.
   B.   Spearfish City Council. The Spearfish City Council shall:
   1.   Establish rules of procedure that are necessary to the performance of its functions under this ordinance.
   2.   Review and decide all applications and amendments, uses on review and variances brought forth by the public in accordance with this article.
   C.   Spearfish Planning Commission. The Spearfish Planning Commission shall:
   1.   Establish rules of procedure that are necessary to the performance of its function under this ordinance.
   2.   Review and make recommendation to the city council on all applications brought forth by the public in accordance with this article, or as required by state statutes not specifically identified herein.
