Sec. 18-42. Outdoor water use.
   Except when additional restrictions are adopted pursuant to section 18-41, outdoor water use of the city water system is regulated as follows:
   (1)   Residential or business lawn watering is prohibited between the hours of 11:00 a.m. and 6:00 p.m. Newly installed grass lawns are excepted from this prohibition for two weeks following the installation of the grass lawn. Overseeding an existing lawn does not qualify as a newly installed grass lawn.
   (2)   No watering may be conducted with an open hose.
