The city administrator will establish and maintain an administrative policy adopting a water conservation program that includes conservation levels based on the city's water resources. Violations of a mandatory limitation or rationing under the water conservation policy are subject to the general penalty provision in section 1-14. In addition, the city may disconnect water service to the property violating the mandatory limitation or rationing.
