The city shall run water or sewer lines outside the municipal limits solely at the city's discretion. Any person, corporation, partnership, association, governmental agency, or any division or subdivision of government which desires to construct water or sewer lines outside the corporate limits of the city and desires to connect the water or sewer lines to the city's water and/or sewer system shall submit a copy of the plans and specifications for the lines to the common council for approval. Such plans and specifications must be approved by the common council before construction can begin. All parties connected onto such lines shall be regulated and charged connection fees and other fees as set forth and regulated by the city.
