Sec. 18-15. Utility user classifications.
   (a)   Class 1, residential. A residential utility user is defined as a single-family unit. Trailers, mobile homes, units in multiple-family dwellings up to and including four-plex units are considered residential units when each unit is metered separately.
   (b)   Class 2, commercial. Commercial utility user units are defined as those units offering goods or services to general public. Some users include but are not limited to restaurants, merchandise store, filling stations, motels, hotels, apartments, rental units, and trailer parks.
   (c)   Class 3, industrial. Industrial utility users are defined as those involved in manufacturing or wholesaling. Industrial users are commercial users not involved in the distribution or sale of goods and services to the general public.
   (d)   Class 4, excessive use units. Excessive use units are defined as those commercial or industrial units whose consumption of water exceeds two hundred twenty-five thousand (225,000) gallons per month.
