All premises connected to any utility service of the city shall be assumed to be using such service and the owner or occupant shall be charged therefor so long as such service shall remain connected with the utility service. In the event premises, commercial, residential or other, are not served by independent service lines capable of being shut off, the charges for the services to such residences or premises shall be the responsibility of the owner of the property.
