The provisions of this division shall apply to the parking facilities and parking spaces located within the boundaries of the public parking district for the area of the city zoned Central Core Commercial as set out and defined by resolution of the common council which is on file in the office of the finance officer and shall be in effect at all times or at those times specified in this division.
