Sec. 17-150. U-turns prohibited on certain streets.
   Drivers of all vehicles are prohibited from making what is commonly known as U-turns; that is, turning vehicles from the direction in which traveling to go in the opposite direction on the same street, on the following streets:
   (1)   All of Main Street;
   (2)   All of Jackson Boulevard from University Avenue East;
   (3)   On Fifth and Seventh Streets from Jackson Boulevard to Grant Street;
   (4)   On Grant, Hudson and Illinois Streets between Fifth and Seventh Streets;
   (5)   Any controlled intersection.
