The design, construction and use of all signs and traffic-control devices within the city or under its jurisdiction shall conform as near as possible to the South Dakota Manual on Uniform Traffic-Control Devices for streets and highways, as prepared by the state department of transportation which manual is hereby adopted, by reference, with the same full force and effect as though set forth at length herein. A copy of the manual is on file in the office of the public works administrator.
