Sec. 17-85. Unattended vehicle or other property.
   The driver of any vehicle which collides with any vehicle or other property which is unattended shall immediately stop and shall then and there either locate and notify the operator or owner of such vehicle or other property of the name and address of the driver and owner of the vehicle and the license number of the vehicle he is driving which struck the unattended vehicle or shall attach securely in a conspicuous place in or on the vehicle or other property struck a written notice giving name and address of the driver and of the owner and license number of the vehicle doing the striking and a statement of the circumstances thereof. Such driver shall without unnecessary delay notify the police department of such accident. Every such stop shall be made without obstructing traffic more than necessary.
