Sec. 17-1. Definitions.
   Whenever the following terms are used in this chapter, they shall have the meanings respectively ascribed to them in this section:
   Authorized emergency vehicle shall mean vehicles of the fire department, police vehicles and such ambulances and emergency vehicles of municipal departments or public service corporations as are designated or authorized by the state department of commerce and regulation.
   Business district shall mean the territory contiguous to a highway when fifty (50) percent or more of the frontage thereon for a distance of three hundred (300) feet or more is occupied by buildings used for business.
   Crosswalk shall mean that part of a roadway at an intersection included within the connections of the lateral lines of the sidewalks on opposite sides of the highway measured from the curbs or, in the absence of curbs, from the edges of the traversable roadway; or any portion of a roadway at an intersection or elsewhere distinctly indicated for pedestrian crossing by lines or other markings on the surface.
   Department shall mean the police department of the city.
   Intersection shall mean the area embraced within the prolongation of the lateral curblines; if none, then the lateral boundary lines of two (2) or more streets or highways which join one another at an angle whether or not one (1) such street or highway crosses the other; but such area in the case of the point where an alley and a street meet shall not be deemed an intersection.
   Laned street shall mean a street, the roadway of which is divided into two (2) or more clearly marked lanes for vehicular traffic.
   Loading zone shall mean the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.
   Motorcycle shall mean every motor vehicle designed to travel on not more than three (3) wheels in contact with the ground, except any such vehicle as may be included within the term "tractor."
   Motor vehicles shall mean every vehicle which is self-propelled.
   Official traffic signals shall mean all signals, not inconsistent with this chapter, place or erected by authority of a public body or official having jurisdiction, for the purpose of directing, warning or regulating traffic.
   Official traffic signs shall mean all signs and markings, other than signals, not inconsistent with this chapter, placed or erected by a public body or official having jurisdiction, for the purpose of guiding, directing, warning, or regulating traffic.
   Operator shall mean any person who is in actual physical control of a vehicle.
   Parking shall mean the standing of a vehicle whether occupied or not, upon a roadway or street otherwise than temporarily for the purpose of and while actually engaged in loading or unloading or in obedience to traffic regulations or traffic signs or signals.
   Pedestrian shall mean any person on foot.
   Police officer shall mean every officer of the city police department or any officer authorized to direct or regulate traffic or to make arrests for violations of traffic regulations.
   Private road or driveway shall mean every road or driveway not open to the use of the public for purpose of vehicular traffic.
   Residence district shall mean the territory contiguous to a highway not comprising a business district when the frontage of such highway for a distance of three hundred (300) feet or more is mainly occupied by dwellings or by dwellings and buildings in use for business.
   Right-of-way shall mean the right of one (1) vehicle or pedestrian to proceed in a lawful manner in preference to another vehicle or pedestrian approaching under such circumstances of direction, speed and proximity as to give rise to danger of collision unless one grants precedence to another.
   Roadway shall mean that portion of a highway improved, designed or ordinarily used for vehicular travel, exclusive of the berm or shoulder. In the event a highway includes two (2) or more separate roadways, the term "roadway" shall refer to any such roadway separately but not to all such roadways collectively.
   Sidewalk shall mean that portion of a street between the curblines, or the lateral lines of a roadway, and the adjacent property lines intended for the use of pedestrians.
   Street or highway shall mean the entire width between the boundary lines of every way publicly maintained when any part thereof is open to the use of the public as a matter of right for purposes of vehicular travel.
   Traffic shall mean pedestrians, ridden animals, herded animals and vehicles while using any street for purpose of travel.
   Vehicle shall mean every device in, upon or by which any person or property is or may be transported or drawn upon a public highway, excepting devices moved by human power or used exclusively upon stationary rails or tracks, provided that for the purposes of this chapter, a bicycle or a ridden animal shall be deemed to be a vehicle.
