Sec. 14-162. Rules of the cemetery.
   The following rules apply to the cemetery:
   (1)   Unless placed prior to the adoption of this section, all markers shall be placed on the west side of the space facing east. Footstones shall be flush with the surface of the ground.
   (2)   Fences, hedges, or other obstructions around or on grave units or around lots or cemetery parcels are prohibited.
