Sec. 14-31. Surfacing of areas as behind lay-down curbs.
   (a)   It shall be the responsibility hereafter and required of the property owner whose property adjoins or abuts lay-down curbing to install within six (6) months a nonporous concrete or bituminous surface upon the area behind the lay-down curbing which is used for parking, loading, unloading or delivery purposes.
   (b)   It shall be the responsibility hereafter and required of such property owner to provide the costs for all materials, construction and installation involved in laying the nonporous concrete or bituminous surface.
   (c)   In the event any person fails to comply with the provisions of this section, he shall be guilty of a misdemeanor.
