This chapter shall apply to any project which results in the creation of five or more site condominium units, each of which is ten acres or less in area, whether such development is accomplished in one phase or in successive phases within a period of ten years. This chapter shall not apply to the development of land wherein such development results in site condominium units which are more than ten acres in area.
