The Carnegie Township Library, at any time after the due date of library materials, including books, magazines, pamphlets, manuscripts, pictures, clippings, exhibits or other library property, may give notice by certified mail to any overdue borrower at the last address furnished to the Carnegie Township Library, to return such materials to said library or pay the reasonable value thereof within 30 days of the date of posting by certified mail.
