The expense of a HAZMAT emergency response shall be charged against the responsible party. If there is more than one responsible party, liability shall be joint and severally. Liability shall not depend upon fault or negligence. The charges shall constitute a debt of the responsible party(ies) and shall be collectible by the township in the same manner as an obligation under contract. The charges imposed under this section shall not limit the liability of the responsible party under any local ordinance or state or federal law, rule or regulation.
