(A) A greater operational and financial burden is placed upon the township by persons who own, possess, transport or are otherwise in charge of hazardous materials or hazardous substances.
(B) Emergency responses which involve hazardous materials or hazardous substances pose a greater threat to public safety, property and the environment.
(C) The purpose of this subchapter is to recover the township’s costs for services provided in response to emergency responses involving hazardous materials or hazardous substances.
