§ 52.09 WELLS.
   It is unlawful to dig a well within the town limits without the approval of the Town Council and Health Department. No well, dug, bored or drilled, or spring, stream, creek, branch or any other water source, shall be used by any citizen or corporation without prior consent of the Town Council.
