Where preliminary treatment, flow-equalizing facilities or flow monitoring facilities are provided for any water or wastes, they shall be maintained continuously in satisfactory and effective operation by the user at his or her expense. All flow control equipment including, but not limited to, pumps, nozzles, weirs, gates, valves and flumes shall be subject to the approval of the approving authority.
