It shall be unlawful for any person, firm or corporation to build, erect, construct, keep or maintain any privy or surface closet on any lot or premises within the town limits abutting any street, avenue or public alley or way along which the town maintains a sewer line and water main; or upon any lot accessible thereto. The above restrictions shall, in no way, apply to self-contained toilets.
