Whenever any line of sewer is laid along any street, avenue or public alley and the same is ready for use, it shall be the duty of the Health Officer to notify the owner or agent, and the occupants of all houses, tenements and other buildings situated on lots abutting upon, or accessible to the street, avenue or public alley, along which the sewer is laid, to connect all closets, privies, sinks, bathtubs, lavatories and urinals upon their respective lots with the sewer line, so that the contents of the same may be made to empty into the sewer, within 30 days after date of service of the notice.
