No person shall permit any accumulation of waste, paper, weeds, litter or combustible or inflammable waste or rubbish of any kind to remain upon any roof or in any court yard, vacant lot or other open space. Every owner or occupant of property shall cut down and remove therefrom all weeds, grass, vines and other growth, which endangers the same or any other property which is likely to be fired.
