This code, or any part thereof, shall not be interpreted so as to alter or modify the requirements of the municipal Charter relating to the power and authority granted therein to the municipality, the municipal legislative body, or any individual municipal official. It is the intent of this code to establish provisions and procedures for implementing and expediting municipal powers and duties granted by the Charter.
