§ 54.02 PHILOSOPHY OF SERVICE.
   Council recognizes that the municipal cemeteries are sacred grounds reserved as a final resting place for the people of the town and desire to have the cemeteries maintained in the best possible manner and firmly believe that these rules and regulations are necessary for the protection of lot and grave owners, and for the proper conduct and good order of the cemeteries.
