All fees and costs that may hereafter accrue, or to which a member of the Police Department may hereafter become entitled to as a witness or for the making of arrests, shall be turned over by the Clerk of the Circuit Court, or Magistrate, as the case may be, to the City Treasurer and be deposited to the General Fund of the city.
