There is hereby established a City Police Department, which shall consist of the Chief of Police and other subordinate police officers as the City Council may establish. The Chief of Police shall adopt, with the approval and consent of the Mayor and City Council, rules and regulations defining the responsibilities, duties and conduct of members of the city’s Police Department and providing for methods and grounds for suspension and dismissal of the members.
