(A) Immediately following their appointment, the members of the Cultural Arts Planning Commission shall meet, organize, elect the officers as they may deem necessary, and adopt and later change or alter by-laws and rules and regulations of organization and procedure consistent with the ordinances of the city and laws of the state.
(B) The Commission shall keep written records of its proceedings, which records shall be open at all times to public inspection.
(C) The Commission shall file an annual written report with the Mayor and with the City Council setting forth its transactions and recommendations.
