(A) Upon the approval of the intended building movement by City Council, a fee of $100 for two days or fraction thereof that it is intended that the building shall occupy any portion of any public way or place shall be paid to the City Clerk and a permit shall be issued.
(B) An additional payment of $200 for each day or fraction thereof over and above the time stated on the permit during which the building shall occupy any public way or place shall be paid to the City Clerk.
