(A) If the application for a permit required by this subchapter is denied by the Code Enforcement Officer, the denial shall be reviewed by the City Council upon request by the applicant.
(B) The Code Enforcement Officer shall present his or her reasons for denial in writing to the City Council and may appear at the City Council meeting wherein the application is being considered and present his or her reasons verbally.
(C) The applicant may also appear in person for the purpose of presenting further data or answering questions concerning his or her application.
(D) The City Council may either affirm the denial of the application by the Code Enforcement Officer or approve the plans and application and order the issuance of a building permit therefor.
(E) No permit shall be issued, except after the payment of the fee prescribed in this subchapter.
