(A) All fees for occupancy inspections as required by this chapter shall be established from time to time by the Commissioner of Public Health and Safety with the advice and consent of the City Council, and shall be paid to the City Clerk.
(B) The fees are intended to defray the administrative costs connected with the process of occupancy inspections.
(C) Such shall not constitute a tax or other revenue-raising device.
