(A) All licenses granted under this chapter shall terminate on March 31 of each year.
(B) The City Clerk shall mail all licensees of the city pursuant to this chapter a statement of the time of expiration of the license held by such licensee.
(C) However, failure to send out such a notice or the failure of the licensee to receive it shall not excuse licensee from failing to obtain a new license or renewal thereof, nor shall it be a defense in an action for operating without a license.
