(A) Upon receipt of an application for a license, the Office of Code Enforcement shall conduct an investigation before the issuance of such license, and shall file a report with the Commissioner of Public Health and Safety in 14 days after receiving an application or copy thereof.
(B) When the provisions of this chapter have been complied with and the Department of Public Health and Safety is satisfied that the applicant for such license meets the qualifications thereof, the license shall be granted to the applicant.
