It is a violation of this chapter for any person either as principal or agent to conduct business as a transient merchant or itinerant vendor within the city without first complying with all requirements of the state’s Retailers’ Occupation Tax Act, 35 ILCS 120/1 et seq., by obtaining a certificate of registration; without first having posted a bond or approved security pursuant to the provisions of this chapter; and without first having obtained a license under this chapter.
