All public streets, alleys, sidewalks and other public ways in the city shall be under the supervision of the Commissioner of Streets and Public Improvements. The Commissioner of Streets and Public Improvements shall have supervision over all work thereon, and the cleaning thereof, and shall be charged with the enforcement of all provisions of this subchapter and other city ordinances relating to public places, except traffic laws, and he or she is hereby authorized to enforce such laws.
