It shall be unlawful to make any excavation in, or tunnel under any public street, alley or sidewalk or other public place, in the city, without having first secured a permit therefor. Application shall be made to the City Clerk and shall be referred to the Commissioner of Streets and Public Improvements; no permit shall be issued without the Commissioner’s approval, except upon order of the Council, and no permit incident to making a new connection with the water or sewer system shall be issued, except on order of the Council. All applications shall specify the intended location and purpose of the excavation.
