The purpose of the Park Board shall be to advise the city administration regarding the city park and neighborhood park facilities, including the operation and maintenance of the municipal swimming pool, and to formulate, regulate and encourage the use of the city park, neighborhood park facilities and municipal swimming pool by all members of the public.
