It is the purpose of this chapter to:
(A) Prohibit discrimination based on race, color, creed, ancestry, national origin or physical or mental handicap in the marketing, disposition and financing of housing; and
(B) Establish procedures for the fair and efficient administration and enforcement of such regulations.
