No animal impounded pursuant to the terms of this chapter shall be returned to the owner without proof of inoculation against rabies being submitted by the owner. Failure to provide proof of inoculation of rabies shall subject the animal to inoculation for which all costs shall be the responsibility of the animal owner prior to redemption.
