(A) (1) An animal found at large and in violation of this chapter shall be captured and impounded.
(2) This provision shall not apply to a feral cat colony registered and in compliance with this chapter.
(B) An animal confined or abandoned on private property not provided with a minimum food sustenance and space requirements set forth in § 91.016 of this chapter shall be impounded.
