(A) The abandonment of a vehicle or any part thereof on any street or highway in the city is unlawful and subject to the penalties as set forth in § 90.99 of this chapter.
(B) The abandonment of a vehicle or any part thereof on private or public property, other than a street or highway, in view of the general public anywhere in this city is unlawful. A vehicle or any part thereof so abandoned on private property shall be authorized for removal by the Chief of Police of the city or any member of the Police Department designated by him or her, after a waiting period of seven days or more or may be removed immediately if determined to be a hazardous, dilapidated motor vehicle under § 11-40-3.1 of the Illinois Municipal Code, 65 ILCS 5/11-40-3.1.
(C) When a motor vehicle or other vehicle or any part thereof is abandoned on private property, its removal by a towing service may be authorized by the order of the Chief of Police of the city or by any member of the Police Department designated by him or her.
