It shall be unlawful for any person, other than occupants (or their invitees) of residences located on the street, hereinafter set forth, to permit any vehicle to stand or park, except when necessary to avoid conflict with other traffic or in compliance with the direction of a police officer or traffic signal, at the following locations.
