(A) It shall be unlawful for any person who has been licensed by the city and who has contracted to collect and remove garbage, rubbish and ashes to allow the garbage, rubbish and ashes to remain uncollected beyond the date provided by the contract with the customer for the collection and removal, or in any case to allow receptacle or container to remain unemptied for longer than 14 days, or until the garbage, rubbish and ashes creates any condition which is offensive due to odor, attraction of vermin or danger to health.
(B) If any contractor fails to comply with this section, the Commissioner of Public Health and Safety may proceed at the contractor’s expense, after notice, to abate the condition and to revoke the contractor’s license.
