(A) Licenses granted under this chapter may be suspended or revoked at any time by the City Council for any substantial violation of this chapter. No license shall be revoked without an opportunity for a hearing.
(B) (1) Written warning will be issued by the Chief of Police showing non-compliance with any of the provisions of this chapter.
(2) The applicant will be given not less than 24 hours, nor more than 72 hours, to comply with the provisions then being violated by applicant.
(C) Any applicant receiving written warning of three violations within a 12-month period shall appear before the City Council and show cause why his or her license shall not be revoked or suspended.
