It shall be unlawful to operate a vehicle hereunder or permit the same to be operated unless the permit holder shall first deposit with the City Clerk a policy or certificate of liability insurance covering all vehicles of all kinds used hereunder, the policy to be issued by an insurance company licensed to do business in the state indemnifying the applicant in the minimum amount of $1,000,000.
