It shall be unlawful for any person who is in control of any premises upon which there is located, or on whose behalf there is maintained, any receptacle or container of garbage, rubbish or ash (which has been containerized in accordance with a contract for its removal) to allow the garbage, rubbish or ashes to remain uncollected beyond the date provided by the contract for its collection and removal, or after the garbage, rubbish or ashes creates a condition which is offensive due to odor, attraction of vermin or danger to health or, in any open case, to allow the container or receptacle to remain unemptied for longer than 14 days.
