It shall be unlawful for any person to permit any vehicle for the collection of garbage, rubbish or ashes in the city to be overloaded or to allow the contents thereof to be blown or scattered upon any public street, alley or other public way or place in the city. The person in charge of the vehicle shall immediately gather up or cause to be gathered up any blown or scattered material.
