No person shall place garbage, rubbish or ashes in receptacles, residential, commercial, industrial or otherwise, in such a manner so as to allow the garbage, rubbish or ashes to be carried or otherwise scattered or removed from the garbage, rubbish and ashes receptacle by the elements or by animals.
