§ 50.16 STORAGE OF GARBAGE AWAITING COLLECTION.
   (A)   Every owner, occupant, tenant or lessee using or occupying any premises shall provide adequate receptacles of sizes, numbers and types required to contain all garbage, rubbish and ashes generated by those persons or entity occupying the premises. All garbage, rubbish or ashes shall be stored in metal or plastic receptacles with a tight-fitting lid and in compliance with all public health ordinances of the city, county and State of Illinois.
   (B)   All commercial, industrial and multi-dwelling units utilizing receptacles not intended for individual residential use shall place said receptacles on a concrete or asphalt pad enclosed with a fence or other screening suitable to conceal such from public view as far as practicable. Said enclosure shall be not less than six feet in height and accessible by gate.
   (C)   The Commissioner of Public Health and Safety shall be entitled to issue a waiver of the requirements contained in division (B) above upon written request and a showing that strict compliance would cause an undue hardship to the owner or would create a public safety concern.
