§ 39.02 NON-DISCRIMINATORY EMPLOYMENT.
   The city will strive to assure non-discriminatory employment practices in recruitment, recruitment advertising, employment, placement, layoff or termination, promotion, demotion or transfer, rate of pay or other forms of compensation and use of facilities.
