It shall be unlawful for any person to engage in, carry on, or operate any business in the city which generates annual gross income of two hundred fifty dollars ($250.00) or more, or use any property for any such business, without first making application for and obtaining a license from the city for such business, and paying in advance the license fee required therefor as provided in this chapter. The provisions of this title shall not apply to any business conducted for charitable or benevolent purposes, or any church affair, festival or bazaar or to judicial sales or sales by executors or administrators, including sales by the Davis County sheriff.
